The Access for All (AFA) portfolio plays a vital role in making Britain's railway stations more inclusive and accessible for everyone. Working in partnership with Network Rail and the supply chain, the AFA portfolio delivers a nationally significant programme of enhancements focused on step‑free access, lifts, footbridges and associated station infrastructure, improving the experience for passengers with reduced mobility and supporting wider social value outcomes across the network.

Through a collaborative and integrated delivery model, our Access for All teams bring together design, engineering, construction and assurance expertise to safely develop and deliver complex station enhancement projects in live operational railway environments. As the programme continues to grow, we are strengthening our engineering capability to support successful outcomes across multiple projects and stakeholders.

As a result, we are looking to enhance our engineering capability by recruiting an Engineering Manager (Contractors Engineering Manager – CEM). Using our hybrid working policy, you'll work from home, site and an office at Blackfriars.

The purpose of the role is:

Support the Engineering & Assurance Lead in the safe and compliant delivery of Access for All station enhancement projects, ensuring engineering activities meet Network Rail Engineering Standards, appropriate for complex, live station environments.

Implement and maintain Framework Design and Engineering Management Plans across a multidisciplinary station portfolio, providing engineering leadership and technical assurance for civils, structural, M&E, lift installations, building works, E&P interfaces and associated temporary works.

Manage, develop and coordinate a team of engineers and technical specialists, ensuring competent resources are deployed to support the design, construction and commissioning of station accessibility solutions.

Provide proactive technical advice and engineering governance throughout the project lifecycle, from feasibility and GRIP/PE to detailed design, construction and handback, with a strong focus on constructability, safety in operation, and passenger interface risk.

Ensure effective management of temporary works processes and support audit activities for both client and internal assurance, enabling the consistent delivery of safe, compliant and high‑quality engineering solutions across the Access for All programme.
